Over the past four years and especially since the beginning of this summer, the Iranian society has continuously been moving increasing closer to ridding itself from the Islamic Republic by the power of the masses – four years that has been filled with workers and mass protests, forcing the Islamic Republic to the brink of collapse and being overthrown.

Mass protests and struggles that have grown stronger and more demanding against not this or that “faction”, “individual” or “institution” of the Islamic Republic, but against the regime as a whole and the entire governing body and all its apparatus of power. These protests have become more resolved, stronger, broader and more forward-looking by the mass of people! The intervention of the working class and freedom-seeking masses in the protests has also wrapped up the destructive attempts of regional and global powers that under the guise of "liberation" of Iran, have been opposing the struggles against the Islamic Republic and the prospects of "freedom, prosperity and security" for people of Iran in the past 42 years.

This time, unlike the experience of 1979 uprising and toppling the Shah’s rule, there is clear expression of demands and aspirations for the aftermath of Islamic Republic! Calls for “welfare, freedom and security” and running the society by “councils” are expressed in a variety of forms, and at different levels, in all confrontations with the reactionary ruling body.  Today, practically and truly, these demands have become part of the conscious of a conscientious Iranian society in achieving a future that is free from poverty, deprivation, inequality and oppression.

The demands of freedom, well-being, equality, security and an administration of the society through councils, have become more transparent and clearer, day after day, and have become a banner of general solidarity across Iran. These demands are the product of the progress of the labour movement and the deep rooted protest movements for a humane society which have continuously existed despite the imposition of the most heinous forms of repression and deprivation! These are movements that are neither spontaneous, nor unorganised or leaderless!

This progress is the result of the formation of centres, militant networks, general assemblies, councils and organisations that have been established by the most prominent personalities and organisers in the ongoing protests and strikes of the past four years. These achievements, despite concerted pressures and obstacles, have step-by-step advanced and imposed themselves upon the ruling body in Iran! This is in fact what has guaranteed the progress that has been made so far in the struggle of the masses against the ruling authorities! A reality that has made the demand for the Councils and running the society by the Councils, as the only means of exercising the power of people and democracy of the masses, so concrete, attainable and credible in Iran!

The collective intervention, collective organisation and collective leadership through mass assemblies of workers under the guidance of a spectrum of representatives, well-known personalities and the vanguards of society, and the exercise of the will of the masses in councils, are all presently the anchors of the current struggles.

Today, the need and reality of mass councils are undeniable. Presently, and not in the future in the aftermath of the Islamic Republic, mass councils as existing militant organisation, are feasible, can be formed and exercised, to enable intervention and participation of all in directing and advancing the current struggles.

Today, the running of the society by councils, is the only guarantor of public and democratic intervention. In addition to being a "no to the Islamic Republic", it has become a clear "yes" in the self-consciousness of the freedom-seeking people in forming a democratic and public structure.

It is by acknowledging these facts, and with the aim of securing the victory of the freedom-seeking masses in completely defeating the Islamic Republic, and by relying on the inherent alternative in the current struggles of the masses of Iran for freedom, welfare and security, that the Hekmatist Party (official line) views the "General Congress of the Mass Councils" as the only people’s alternative and the only guarantor of the collective intervention of the people in Iran in determining their destiny, today and in the aftermath of the Islamic Republic of Iran.

The General Congress of People's Councils shall immediately and without delay proclaim itself as the alternative power that is risen from the society, in the situation of clear weak position of the ruling body, its collapse, revolution, toppling, … . The Congress, as the representative of the people of Iran, organised masses in the councils, will take over the running of the society!

As Soon as possible, the General Congress of People's Councils shall immediately and without delay, take the following immediate steps, in its capacity as the legal government, that is, the body whose aim is to respond to the needs of the masses who have overthrown the Islamic Republic to achieve those needs:

1- To declare itself as the ruling authority, as the official and legal state in Iran until the official and public convening of the "Founding Congress for future rule"!

2- To provide for the self-defence of people’s councils against the plots of defeated reactionaries and other reactionary and hostile forces against the masses, and to defend the direct exercise of the will of the revolutionary masses!

3- To declare unrestricted and unconditional political freedoms, the freedom of activity of political parties and forces, irrespective of their views and ideas, in the people’s councils for presenting their political, social and economic programs and gather the support of the councils for these programs!

4- To assist in the formation and prompt recognition of the councils in places of work and living, councils of workers, employees and... across Iran within a maximum of 6 months!

5- To repeal all discriminatory laws on the basis of gender, religion and nationality! To guarantee freedom of religion and no-religion and complete equality of all citizens!

6- To provide the livelihood, health, safety, housing and security of all the people in Iran, based on the economic, social and military sources and existing resources of society through the supervision of the production and distribution by the Councils!

7- To declare the interim authority of the "General Congress of People's Councils" in Iran to all international institutions and states worldwide!

8- To abolish all enslaving political, economic and military contracts, declare peace with all neighbouring countries, Governments and the people of different countries!

9- To declare prohibition of secret diplomacy and the complete cessation of all forms of material and arms assistance and support to states and political and military forces in the region and the world!

10- To convene official and public meeting of the first "Founding Congress for future rule", with the participation of elected representatives of the councils throughout Iran, to produce the country’s constitution and form the institutions of people’s rule within 6 months of taking power!

Hekmatist Party (official line), as a communist party fighting for the workers' revolution, considers the only way to participate and intervene in the political power is through participation in mass bodies, the democratic councils of people, and will try to bring the radical and only existing alternative in the Iranian society, the General Congress of the People's Councils, closer to power!
